This publication is the first systematic collection of documents on the planning of the use of armed forces and military development from the Soviet period of national history, reflecting the formation of the USSR's military policy from 1921 to 1941. Covering the entire interwar period, it allows us to trace the development of the USSR's military and political leadership's views on a future war and the participation of the Soviet armed forces in it. Issues of operational planning were closely linked to the overall state of the Red Army. Therefore, the collection includes documents shed light on the actual state of the Red Army and issues of mobilization planning. Since these plans necessarily took into account the overall military capabilities of Soviet society, the collection presents the relevant decisions of the highest political (party) and government bodies of the USSR. This collection of sources provides a comprehensive picture of the development of the Red Army's operational use plan, depending on changes in the international situation and the military potential of the Soviet Union. Since operational planning was conducted in accordance with the views of the highest political leadership, studying these documents allows us to gain a better understanding of the evolution of the Kremlin's foreign policy strategy from the 1920s to the early 1940s. The publication also includes diagrams of the strategic deployment plans of the Soviet armed forces, prepared based on the published documents, and maps of the theaters of military operations. In terms of its scope and significance, this publication is unparalleled in Russian historiography.
